Minutes –February 6, 2012

Present were Messieurs Durant, Vereault, McGourty, Yates, Blazar, and Cipriano. Ms. Santos was also present
Public Session: January 23, 2012
Mr. Yates requested the minutes be amended as follows: Item 9, second paragraph, second line delete the word “all” and at the end of the paragraph add the following sentence: “ Mr. Yates did not participate in any discussion prior to leaving the table”.
On a motion by Mr. Yates, seconded by Mr. Vereault the Board voted by a margin of 4-0 to approve the minutes as amended.

Selectmen to consider issuance of a taxi drivers license to Antonio B. Figueiredo driving for Sunshine Taxi.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the license to Antonio Figueiredo driving for Sunshine Taxi.
Selectmen to note the retirement of Lieutenant David A. Flood from the Hudson Fire Department.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note the retirement of Lieutenant David A Flood and that an appropriate letter be sent.
Selectmen to consider the approval of the promotion of Gary Collins as provisional Lieutenant effective February 10, 2012.
On a motion by Mr. Durant, seconded by Mr. McGourty the Board voted by a margin of 4-0 to approve the appointment of Gary Collins as provisional Lieutenant effective February 10, 2012.
Selectmen to consider the approval of the appointment of Alex Sleeper as Auxiliary Firefighter effective February 7, 2012.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 4-0 to approve the appointment of Alex Sleeper as Auxiliary Firefighter effective February 7, 2012.
Selectmen to consider award and authorization to sign a contract with H.R Prescott & Sons Inc. in the amount of $5,923.10 for various Water Main Pipe, Valves & Accessories.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 40 to approve the contract with H.R. Prescott & Sons Inc. in the amount of $5,923.10 for various Water Main Pipe, Valves & Accessories.
Selectmen to consider award and authorization to sign a contract with Aquarius Capital in the amount of $5,800 for Actuarial Services for Governmental Accounting Standards Board Statement No. 45.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by a margin of 4-0 approve the contract with Aquarius Capital for Actuarial Services for GASBS No. 45.
Mr. Vereault noted that the Capital Plan is being revised and asked if the Board wanted to take a vote at this time. Mr. Blazar stated that the amendment to the capital plan will be part of the warrant which the Board will be voting at their next scheduled meeting.
- Correspondence to be Noted by Clerk:
Mr. Yates acknowledge all correspondence received by the board at this meeting and the meeting held on February 1, 2012, which included two anonymous letter from Hudson voters.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted by a margin of 3-1 to note correspondence. Mr. Durant opposed due to the mention of the anonymous letters received by board at the February 2, 1012 Board of Selectmen’s meeting. Mr. Durant noted that past practice by previous boards of not noting anonymous correspondence. Mr. Vereault agrees that the board should acknowledge the receipt of correspondence, but not respond to letter that are not signed.
Mr. Vereault stated that he would not be voting on the portion of the school budget that includes the Principals salary budget. Mr. Yates read a disclosure statement stating that he would not be voting on accounts 2300 Instructional Personnel and 3600 Student Body Activities of the Personnel Salary accounts.
Dr. Kevin Lyons, Superintendent and Susan Dunnell, Chairman of the School Committee presented the FY2013 School Budget overview. After the presentation by Dr. Lyons and Ms. Dunnell, Mr. Yates left the table. A lengthy discussion ensued.
On a motion by Mr. Vereault, seconded by Mr. McGourty the Board voted by a margin of 3-0 to approve line item 2300 ,for Instructional Personnel, and 3600 for Student Body Activities of the Personnel Budget in the amount of $20,657,916, which excludes fund number 2200, Principals Salaries.
Mr. Yates returned to the table and at the same time Mr. Vereault left the table and a discussion ensued.
On a motion by Mr. McGourty, seconded by Mr. Yates the Board voted by margin of 3-0 to approve line item 2200 of the Personnel Budget in the amount of $1,312,389 for Principals Salaries.
Mr. Vereault returned to the table.
All Board members were in agreement to vote the remainder of the Hudson School Budget in one block.
A lengthy discussion ensued.
On a motion by Mr. McGourty, seconded by Mr. Durant the Board voted by a margin of 4-0 to approve the remainder of budget in the amount of $9,967,870 as presented to the Board.
On a motion by Mr. Yates, seconded by Mr. McGourty the Board voted unanimously to adjourn.
